Bill Kepner

Bill Kepner is currently the Senior Consultant for NPMS, Fund Development and Advocacy effective July 2025. Bill was the CEO of UDS Foundation since 2010 and was originally hired as their first COO in 2007 as part of a succession plan.

Bill previously served on the UDS Board of Directors for 12 years and was Board President from 1992-94. Bill was a member of the Board when UCP of Lancaster County was reorganized to become United Disabilities Services Foundation.

Bill brought 22 years of senior level management experience in healthcare to UDS as a previous Regional VP for Homedco and Apria Healthcare, as CEO of Kairos Healthcare and the first COO of the Inglis Foundation. He also formed Healthy Business Solutions LLC, a healthcare consulting business in 2000 which led to formation of NPMS.

He led UDSF the past 18 years through very challenging times to become one of the top human services organizations in the Commonwealth. Bill is known for his servant leadership style and for building great teams Bill is also the only male recipient in PA of the Athena Award which promotes mentoring and leadership opportunities for women in the business community.
