Nora Carreras

Director

Nora brings more than 25 years of leadership experience across government, nonprofit, and private sectors to the UDS Board. She currently works with disability providers and state agencies to strengthen services and advance policies supporting individuals with intellectual and developmental disabilities.

She previously served as Special Advisor to the Secretary at the Pennsylvania Department of Human Services and has held nonprofit leadership roles focused on community-based programs and services.

Nora holds a Master of Public Administration from the University of Puerto Rico and a bachelor’s degree in business administration from Puerto Rico Interamerican University.
