Kevin Hancock is a multi-faceted healthcare leader with extensive experience in broad system transformation, organizational development, team leadership, strategic planning and implementation.
Kevin currently works at Health Management Associates, and prior to joining HMA, Kevin was the Pennsylvania Department of Human Services Deputy Secretary for the Office of Long-term Living and was responsible for all Medicaid-funded LTSS in the commonwealth.
In that role, he oversaw a major system transformation through the successful implementation of Community HealthChoices (CHC). The implementation of CHC in Pennsylvania is considered to be among the most successful transformations of a Medicaid program from fee-for-service to managed care in the country.
Kevin also managed Pennsylvania’s Medicaid long-term care programs through the initial months of the COVID-19 pandemic and was able to support program participants, providers and managed care organizations with the flexibility and financial resources needed to navigate the crisis period.
He worked for the Commonwealth of Pennsylvania for nearly 20 years. His work history includes serving in operations and project management lead roles for multiple state agencies including the Pennsylvania Higher Education and Assistance Program, the Pennsylvania Department of Aging, the Pennsylvania Department of Community and Economic Development, and previously with the Pennsylvania Department of Human Services.
Kevin earned a bachelor’s degree in political science from the University of Pittsburgh and a master’s degree in industrial relations from Saint Francis University. He also completed the coursework required for a PhD in public administration from Pennsylvania State University.
A lifelong resident of Pennsylvania, Kevin grew up in the western region of the state near Pittsburgh and is an avid Pittsburgh Steelers and Pirates fan. He currently lives in the City of Harrisburg, PA. His interests include traveling, running, biking, hiking, cooking, gardening, and politics.
